Obviously there are more indications that a purchasing department is on the leading edge. There are too many other small points to mention. And many of the specifics will be outdated in a year or two. But there are a couple of categories where purchasing departments should always seek to evolve:

3. Closeness To Senior Management
Improvement in these areas is a timeless strategy.

Hello Charles,
I'd like to comment on number 3 - Closeness to Senior Management. This can't be emphasized enough. If we Purchasing professionals want cooperation throughout organizations, then we need the support at the level that sets the tone.
Every time Senior Management issues a company-wide communication that savings are a company objective, our jobs and our reception from fellow employees improve.
